Is it unusual for tadpole to display throat sac thingy

Hi all
Not sure what it is called when male frogs blowup their throat to call? Anyway I have just seen a large spotted marsh taddie doing this.. Is this unusual? The tadpole is nearly at morphing stage,,, but still has tail.

Is he making a noise? Do you have a photo or can you get a Gosner Stage? It is strange.

No noise, I had never heard of "Gosner stage" but I googled it... and I think it is a 24 . Perhaps there is something wrong with it? I will have another look tonight.
